"Newly installed fluorescent lamps may flicker when operated by any type of ballast because of residual impurities from the manufacturing process, or because of how mercury is distributed in the lamp.  Operating the lamps at full light output for a period of time, called burn-in or lamp seasoning, is often all that is needed to iron out these causes of flicker and other visual instabilities."

"Hawaii commercial building guidelines for energy efficiency" sier:
"Dimmed fluorescent lamps: Fluorescent lamps must be seasoned for 100 hours at full light output prior to being dimmed.  Dimming the lamps before completing this "burn in" period can significantly reduce lamp life."
